It depends on channel and margin more than on a fixed floor. On the first call we will do the arithmetic with you, and if paid acquisition does not make sense at your numbers yet, we will say so and point at SEO or outbound instead.
How long before we see results?
Paid channels give a readable signal within weeks. SEO and content are a two-to-six-month arc. We set that expectation before you commit, not after.

Always. Accounts, pixels, audiences and creative sit under your ownership. If we part ways you keep the history — which is the part that took time to build.
